We make eye contact with the sighted, when speaking to them. That's how we know we have their attention. What's the substitute for talking with the blind? We don't have one. No one need look at you to hear you, of course. But its a cultural expectation. If you are having a hard time getting anyone's attention, I think you would speak louder.
